The anime world is filled with popular series, and One Piece has been at the top for nearly two decades now. It has gotten to the point that many consider One Piece to be the greatest Shonen anime of all time. The series has introduced hundreds of different characters, most of whom are pirates who possess some type of Devil Fruit power, and many of them can also use some form of Haki.

Every single one of these pirates are criminals, and to help bring them to justice, the World Government issues bounties. The value of each bounty is determined by the pirate's strength and notoriety. One Piece has revealed some pretty high bounties, but there are also few pirates who deserve significantly higher bounties because of who they are and what they have done.
10 Crocodile Tried To Overthrow An Entire Kingdom
Logia Devil Fruits are especially powerful, and Crocodile possesses one which allows him to create, control, and transform into sand. The really terrifying thing about the Sand-Sand Fruit is its ability to absorb liquids, which is why Crocodile can remove all the moisture from a person's body.
Crocodile was a Warlord, and when a pirate gains that title, their bounty is frozen. When he became a Warlord, his bounty was 81 million Berry, but it should be much higher now since he nearly overthrew the kingdom of Alabasta. He also escaped from Impel Down and fought against the Marines at Marineford.
9 Zoro Is One Of The Greatest Pirate Swordsmen In The World
Zoro started off as a bounty hunter, but that all ended when he met Luffy. Zoro is now one of the Straw Hat Pirates' best fighters, and he is slowly becoming the greatest swordsman in the series. He invented the three-sword fighting style, and he has wielded some of the world's best swords.

Zoro's current bounty is 320 million Berry. It's pretty high, but it should be much higher, especially since Luffy's has now reached 1.5 billion. Zoro has defeated some powerful pirates, and now that he has gone toe-to-toe with Kaido, his bounty should be at least double what it is now.
8 Jesus Burgess Is One Of Blackbeard's Titanic Captains
Blackbeard was once a Warlord of the Sea, but he resigned and took Whitebeard's place as one of the Four Emperors of the New World. Blackbeard possesses two of the strongest Devil Fruits in the world, and he has done some terrible things, which is why his bounty is more than 2.2 billion Berry.
Jesus Burgess is one of the Blackbeard Pirates' Titanic Captains, and his current bounty is around 20 million Berry. This bounty is far too low, especially since the other captains all have bounties well above 30 million.
7 Caesar Clown's Mind Is Too Dangerous
Caesar Clown is a scientist who once worked with Dr. Vegapunk, and he ate a Logia Devil Fruit which allows him to create, control, and transform into gas. His gas is very poisonous, and he has the ability to suffocate people by manipulating oxygen.
Caesar's bounty is currently 300 million Berry, and it should definitely be higher. He specializes in creating chemical weapons that can cause large-scale destruction, and he is responsible for producing artificial Devil Fruits which have empowered Kaido's forces. The people of Wano have also suffered at the hands of these fake Devil Fruits.
6 Arlong Terrorized The East Blue
Arlong is a sawshark fish-man and the former captain of the Arlong Pirates. He was also a member of the renowned Sun Pirates, which included formidable fighters like Fisher Tiger and Jinbe. Arlong killed Nami's foster mother, and he then forced her to become his crewmate so he could take advantage of her cartography skills.

When he was sent to Impel Down, Arlong had a bounty of 20 million Berry. Arlong and his crew terrorized the East Blue, and he controlled a fairly large amount of territory, so it's hard to believe that his bounty wasn't at least 35 million Berry.
5 Galdino's Bounty Never Rose After His Impel Down Escape
There are Devil Fruits that have oddly specific uses, but Galdino's Wax-Wax Fruit can be quite versatile. It allows him to create and manipulate candle wax, which is why Crocodile made him a high-ranking member of his Baroque Works organization.
His bounty is 24 million Berry, but it should be at least 11 million higher because of his actions. He broke out of Impel Down with everyone else, and he went on to Marineford where he played an integral role in Ace's release. He is now a member of Buggy's crew, and now that Buggy's no longer a Warlord, Galdino's bounty should increase.
4 Doflamingo Was Once A World Noble
Doflamingo is arguably the series' best villain, and before becoming a Warlord, his bounty was 340 million Berry. Thanks to his Devil Fruit, Doflamingo can create and manipulate string. This may not seem like a useful power, but he was almost able to destroy Dressrosa with it.
Doflamingo ruled Dressrosa for a decade, but he was also the world's most influential underworld broker. What really makes Doflamingo a threat is the fact that he was once a World Noble, which means that he knows some of the World Government's biggest secrets.
3 Boa Hancock Lost Her Warlord Title
Boa Hancock is the captain of the Kuja Pirates, and she was the only female Warlord of the Sea. The Pirate Empress possesses the Love-Love Fruit, which allows her to turn anyone who lusts over her into stone. She also has incredible physical strength and marksmanship skills, and she can use all three forms of Haki.
When she became a Warlord, her bounty was frozen at 80 million Berry, but it has now been reactivated. Hancock rules over an entire island, and she is capable of fighting high-ranking pirates and Marines, which means that her new bounty should be at least 100 million.
2 Buggy The Clown Was A Warlord & Former Impel Down Prisoner
Buggy is known for being self-absorbed and prideful, but he is also quite cowardly. He possesses the Chop-Chop Fruit, which makes him immune to sword attacks since he can split his body into pieces. He currently has a bounty of 15 million Berry, which is actually fine given his actual power level, but it should be higher because of his history.

Buggy served as an apprentice on Gol D. Roger's ship, and he escaped from Impel Down while unintentionally gaining the loyalty of many hardened prisoners. When word got out that he was a member of the Roger Pirates, the World Government made him a Warlord. This title allowed Buggy to create his own pirate mercenary group.
1 Chopper Is Still Regarded As A Pet
The Straw Hats are all skilled in their own way, and for the most part, their bounties represent that. Chopper is the crew's doctor, but he is capable of fighting multiple enemies at once thanks to the transformations offered by his Human-Human Fruit.
Chopper is a reindeer, but his Devil Fruit gives him the ability to walk, talk, act, and look like a human. His current bounty is a measly 100 Berry, and that is because he is constantly mistaken for the crew's pet. Considering how much damage Chopper can do in a fight, his bounty should at least be in the 30 million Berry range.
