The One Piece world has seen the rise and fall of quite a lot of powerful pirates over the years. With every step towards their goal, these pirates gain a lot of notoriety and, consequently, gain higher bounties.

While One Piece legends, such as Gol D. Roger and Whitebeard, were in a league of their own and had massive bounties on their heads that have never been surpassed, the current generation isn't that far behind either. With the likes of the Yonko and the Worst Generation amongst the midst, the current highest active bounties are certainly extremely impressive.
Charlotte Smoothie, Bounty: 932,000,000 Berries
Charlotte Smoothie is one of the Sweet Commanders of the Big Mom Pirates. She is an incredibly strong fighter, as her high rank under Big Mom indicates, however, she hasn't shown her true skills just yet.
Smoothie is quite capable and possesses the Shibo Shibo no Mi, the powers of which let her wring the juice out of anything. Given that she's a Sweet Commander, Smoothie is also a capable Haki user and she's certainly earned her bounty.
Jack The Drought, Bounty: 1,000,000,000 Berries
An All-Star of the Beasts Pirates, Jack the Drought is a monstrously powerful pirate and he has a bounty to show for it. He was the first pirate with a billion berri bounty introduced to the fans. Jack holds the Ancient Zoan Type, Zou Zou no Mi, Model: Mammoth, which makes him really difficult to take down.
He was able to fight Inuarashi and Nekomamushi on an equal footing for 5 days without resting, and on top of that, managed to survive being hit by Zou.
Charlotte Katakuri, Bounty: 1,057,000,000 Berries
Charlotte Katakuri is the strongest Sweet Commander of the Big Mom Pirates, meaning that he's second only Big Mom herself when it comes to strength. He's known to be the backbone of the pirate crew and, until recently, had a reputation of being invincible in battle.
Katakuri possesses all the Haki types but what makes him special is his Observation Haki mastery. Katakuri has trained it to a degree where he can see slightly ahead into the future. That, when coupled with the Mochi Mochi no Mi, makes him worthy of his bounty.
Queen The Plague, Bounty: 1,320,000,000 Berries
Another All-Star of the Beasts Pirates, Queen the Plague is one of Kaido's three right-hand men. Just like Jack, he possesses tremendous strength which stems from his Ancient Zoan Devil Fruit.

Queen possesses the Ryu Ryu no Mi, Model: Brachiosaurus, which allows him to turn into the said creature and its hybrid when he wishes. He's also a user of Haki, meaning defeating him is quite an arduous task. Queen had fought the likes of Big Mom and done fairly well. His expertise in various viruses makes him the most dangerous member of his crew.
Marco The Phoenix, Bounty: 1,374,000,000 Berries
Marco The Phoenix was Whitebeard's right-hand man at one point and after the Paramount War, he became the Captain of the crew. Marco possesses the power of the Mythical Zoan Tori Tori no Mi, Model: Phoenix, and it allows him to transform into a Phoenix at will.
Thanks to his fruit, Marco can heal any damage done to him within a matter of seconds, which makes him nigh-invincible in battle. As Whitebeard's right-hand man, Marco has certainly earned his high bounty in every way possible.
Monkey D. Luffy, Bounty: 1,500,000,000 Berries
The Straw Hat Pirates' captain, Luffy is the Fifth Emperor of The Sea. Over the years, he's made quite a name for himself and become worthy of being called Roger's successor. Luffy possesses the power of the Gomu Gomu no Mi and had great control over all the Haki types.
In the Wano Country arc, he's become powerful enough to fight against Kaido, one of the Yonko of the Sea. Luffy is certainly deserving of his high bounty.
Marshall D. Teach, Bounty: 2,247,600,000 Berries
Marshall D. Teach, better known as Blackbeard, is a Yonko in the One Piece world. He acquired this position during the two-year time skip after defeating the Whitebeard Pirates remnants. Teach is incredibly powerful and is the only person in history to wield two Devil Fruit abilities.

On top of having the strongest Paramecia and Logia, he also has two Haki types at his disposal. Teach continues to grow in strength and will only grow stronger in the future.
Red-Haired Shanks, Bounty: 4,048,900,000 Berries
The man responsible for putting Luffy on the pirate path, Shanks is a Yonko and an incredibly powerful man. He is a former member of the Roger Pirates and after Roger's death, he created his own crew, known as the Red Hair Pirates.
Shanks became a Yonko six years before the current storyline and for him to have such a bounty means he's plenty powerful. Although he doesn't have a Devil Fruit, Shanks possesses fearsome Haki.
Charlotte Linlin, Bounty: 4,388,000,000 Berries
The strongest woman in the One Piece world, Charlotte Linlin is a Yonko, just like Shanks. She was formerly under Rocks D. Xebec's pirate flag and she created the Big Mom Pirates after Rocks' fall on God Valley. Linlin possesses tremendous power and has eaten the Paramecia type Soru Soru no Mi, which gives her control over souls.
She has all the Haki types at her disposal as well, making her incredibly fearsome. What's more, Charlotte Linlin is every bit as fearsome as Kaido, the strongest creature in the story.
The King Of Beasts Kaido, Bounty: 4,611,100,000 Berries
The King of Beasts, Kaido is One Piece's strongest pirate and he has the highest known active bounty known to the fans. Like Big Mom, Kaido once sailed on Rocks D. Xebec's ship. After the God Valley Incident, he set out to create his own crew and amassed some very powerful pirates.
Kaido has earned the reputation of being the strongest man on land, sea, and air. He possesses the Mythical Zoan Uo Uo no Mi, Model: Seiryu that allows him to turn into a dragon and its hybrid at will. Kaido also has excellent command over all the Haki types, especially Conqueror's Haki.
