Watch Dogs: Legion is relatively straightforward in most of the objectives that it asks you to do. Despite that, there are a few times when the game can be a little bit vaguer and the objective can be a little less clear.
The key example of this comes in some of the game’s recruitment missions. Recruitment missions are randomly given to the player when trying to recruit a new character to DedSec, and they can range from having to rescue a character from a base to stealing data.

One of the vaguest recruitment missions asks the player to “Steal An Albion Armoured Vehicle”. It won’t be marked on the map, and the player is expected to find the vehicle themselves.

You’ll know when you’ve received this task when the mission description says, “The hard drive in any Albion Armoured Vehicle would get them exactly what they need. Steal the car and deliver it to them”.
The first step to finishing this mission is knowing what exactly an Albion Armoured Vehicle is. The game refers to these vehicles canonically as Arbiters, but really you're just looking for the big APC-esque vehicles.
These vehicles can be found driving around London sporadically, but if you want a guaranteed spawn for one, you'll need to go towards any Albion-controlled restricted zone on the map. You'll know that it's a restricted zone if it appears as red on the map. You'll know when you're in one of the Albion controlled zones if you see Albion soldiers.
It's in these Albion-controlled zones where you'll likely find the Armoured Vehicle. It can also spawn around London and be seen driving around, but your best bet is to go towards these restricted zones and check the vehicles that are parked around them.
There aren't any special requirements for stealing this vehicle. All you have to do is go up to it and hold the action button to get in it and start driving. Once you've done this, all you need to do is deliver the vehicle to a marked section on the map. Unlike when actually finding the Arbiter, you'll get a marked point on the map to go towards.
Once you've done this, the recruitment mission should be complete, and you'll have a new member of DedSec in your gang.
