An insider has claimed that Infamous could be making a return soon, possibly at the upcoming PlayStation Showcase.
This rumour comes from insider Shpeshal Nick, who has previously leaked information about the Iki Island expansion contained within Ghost of Tsushima's Director's Cut.

Shpeshal Nick started making some predictions and leaks towards what might be shown at the PlayStation Showcase. One of the things that Nick got confirmed by his source is the appearance of the next God of War. One thing that he mentioned, but couldn't confirm, was the return of Sucker Punch's Infamous.
Nick Tweeted, "Ok. Please take this one with a grain of salt because it’s one of the things I couldn’t get confirmed. But because I like the series I’m hoping it’s true. But there’s a chance we could see Infamous make a return at Sony’s showcase. Fingers crossed."
It's not too clear from the Tweet whether this is just wishful thinking on Nick's part, or whether it can be taken as an actual hint at a new Infamous title. Nick seems somewhat doubtful that we'll see it at the PlayStation Showcase but still seems to be hinting that a return to the series is coming at some point or another.
If Infamous does make a return, the biggest question will be who is developing it? Sucker Punch is the original creator of Infamous, but seems pretty preoccupied with Ghost of Tsushima, and is rumoured to be working on a sequel to that game. Considering it only just released the Director's Cut version of that game, it doesn't seem likely that it'll be returning to Infamous soon unless the studio is split into several teams like Naughty Dog is.
Another possibility is that another studio will take on the Infamous licence, which wouldn't be too far-fetched considering Sucker Punch allowed Sanzaru Games to create the fourth Sly Cooper game. Rumours have also been stirring that a new Sly game is in the works, although the community doesn't seem so sure.
