NEO: The World Ends With You features a lot of quests that help you to expand your Social Network and unlock useful skills and perks. These quests begin to appear from Week 1, Day 4 and you should be sure not to miss them to ensure you get all the FP you can. (Of course, you can always travel back in time and mop any that you miss.)

Head to Shibuya Hikarie and find the guy in the red-checked shirt about halfway down the map — this is Katsuhiko Tanimaru. Speak to him to pick up the quest.
