Once you've completed the main storyline of Monster Hunter Stories 2: Wings of Ruin and have access to the post-game content, you'll notice a scrivener NPC lurking in Mahana Village. If you speak to them they will mention that the Clerk in Lulucion is looking into Deviant Monsters and then give you the Clerk's Letter key item.

The Clerk's Letter states "I have some juicy info for you, hero Rider! Please come and talk to me in Lulucion!", yet the NPC isn't where you would think — don't bother heading to the Scrivener's Lodge as they're not there. Where to Get the Clerk's Letter
You can find the Scrivener just outside your house in Mahana village in the location shown above. Speak to them to receive the Clerk's Letter and your clue about Deviant Monsters.
Where to Find the Clerk in Lulucion
You can find the Clerk in the above location in Lulucion, sat down just beside the Quest Board.
What Does the Clerk Do?
The Clerk will first offer you a couple of High Rank quests relating to a Pink Rathian and an Azure Rathalos (unless you've already done these) before she gives you the first Deviant Monster Quest, which requires you to track a monster on Hokolo Island using your Scoutflies before discovering its den.
Completing this Deviant Monster quest that she offers will level your Kinship Stone to Level 9, opening up a whole new range of subquests. She'll also direct you to Lilia next, who has a particularly interesting quest for you — tracking down and slaying the Elder Dragon Kirin.
Completing this quest for Lilia will continue to unlock other Elder Dragon monster subquests, such as tracking down and defeating Teostra and Kulshala Daora.
All of these end-game monsters are High Rank in difficulty, so prepare yourself accordingly for a hard battle.
