If you find GTA Online players walking around in circles, it isn't a bug. They are doing it on purpose to grind Los Santos Tuners RP.
GTA games and cheat codes used to go hand-in-hand. If you picked up a used copy of Vice City or San Andreas, there was a very real chance the game would have a piece of paper with the game's many cheat codes scrawled on it tucked inside the case. Those days are quite rightly in the past, and there is no code to type in GTA Online that will award you infinite money or give pedestrians weapons and make them riot.
Earning cash and RP can therefore be quite the grind in GTA Online. If you happen upon someone with a yacht or a fancy car, odds are they have worked hard to get it. Or, you know, they left their in-game self to walk round and round in circles while they got on with their day.

That appears to be the go-to since GTA Online's Los Santos Tuners update went live. The update allows players to build a reputation by earning points, and that rep can be built all the way up to level 1000. However, getting there will take a lot of work since rep can only be earned by competing in Tuner races, testing new cars, and by simply walking around the meet.
That last element is the one players have been taking advantage of. Players have been fixing their analog sticks and their keys so that their virtual selves walk round and round in circles. By constantly moving inside the meet, they are building rep while also making sure they're not kicked from the server for inactivity.
Since violence is prohibited inside of the meet, those players are also safe from rivals who might want to waste them, causing them to respawn outside their nearest medical facility. While the levels players need to reach are high, it's a little disheartening for players trying to level up legitimately to see this happening and not be able to do anything about it. Hopefully, Rockstar can figure out a fix that works for everyone.
