Surprisingly, one of the largest rocks of the bunch has a very flat side and is fairly easy to stand up. Stack the remaining rocks in whatever way the player sees fit, making an effort to keep the tower as flat as possible. Alternatively, players wanting to get a bit fancy could form a bridge like structure. Using the same large rock from the last solution and at least once more, stand them up with some space between them. The other large rock is wide and flat, and works perfectly as a bridge. With two more remaining, lay one down to create a flat surface and stand the other one up carefully. This should work to solve the mystery and the Eivor's cairn creates a pretty cool landmark atop this mountain.
