While taking part in the Mognet delivery quest of Final Fantasy 9 initially feels like a sideline feature intended to develop the world beyond the party, there's a lot more to it. As you deliver and read letters, you'll become aware of a greater issue affecting the Moogles and their mail delivery service.

Following this quest to the letter will have you visiting Mognet Central and solving their predicament. You don't need to deliver every single letter in the game, but there is a chain of letters that must be delivered on Disc Four in order to complete the sidequest.
Delivering Letters
Your first task is to head to Alexandria and find Kupo. He is the first Moogle that you encountered in the entire game, standing at the base of the steeple's belltower. This will begin a string of deliveries that spans the globe, and the table below will tell you where to go.

The letters prove frustrating to read, as they all deal with the breakdown of a crucial machine in Mognet Central, and an item that you must procure to fix it. The item is Superslick and the only hint you're given as to its location is that someone in Alexandria has it.
Where To Get Superslick
The person who has the Superslick is Ruby, who has opened up a basement theater in Alexandra. You can find the entrance to the theater in the alleyway where Vivi and Puck stole a ladder at the beginning of the game.
Simply speak to Ruby and she will provide you with the Superslick. Obtaining the Superslick will reward you with the Well Lubricated achievement/trophy in more recent versions of the game.
How to Find Mognet Central
In order to find Mognet Central, you will need to participate in the Chocobo Hot & Cold and raise Choco to be capable of walking over mountains. This means he needs to be a red, dark blue, or gold Chocobo. You will also need a Dead Pepper.
Head to the island north of the Outer Continent (the one with the Black Mage Village). You'll find three mountain ranges converging on one point — there will be a large black crack on one side of this point. There are nearby tracks close to the Qu's Marsh on the mainland you can use to summon your Chocobo, and then use the Dead Pepper while at the crack. You will be granted access to Mognet Central.
Talk to Artemicion here to finish this quest by handing over the Superslick. Your reward for completing this quest is a Protect Ring, which teaches the valuable Half MP, Long Reach, and Mag Elem Null abilities, whilst also providing resistance against all elements. On more recent versions of the game, you will also be rewarded with the Back Online achievement/trophy.
